Saturday is, hopefully for all concerned, a breakthrough oasis in what has been a COVID-19 desert for both gridiron programs. Due to pandemic-related postponements and cancelations, Rice played just once in November. Marshall is looking to get in its first game since Nov. 14.These two Conference USA foes met last year in Houston (Nov. 2). Marshall defeated Rice 20-7 in a game comprised of just 612 yards of total offense. Herd RB Brenden Knox clocked a 130-yard rushing game in that contest. Knox has run for 744 yards (5.0 yards per carry) and 9 rushing scores in 2020.The Thundering Herd have allowed just 10.1 points per game which ranks first in FBS and marks a jump of 46 places in those defensive standings (MU ranked 47th in 2019). West Virginia was one of the first US states to legalize sports betting, with a bill being signed into law by Gov. Jim Justice as early March 10, 2018.
The repeal of PASPA by the Supreme Court in May 2018 allowed that bill to become active and the first legal sports bets were placed at the Hollywood Casino on August 30.
A second retail sportsbook launched soon after at The Casino Club at Greenbrier Resort, a private club, and a third opened at the Mountaineer Casino Racetrack & Resort in November.
West Virginia casinos play “skins” game
According to regulations set by the West Virginia Lottery Commission, which has full oversight of the sports betting industry, each licensed property can partner with up to three operators, or “skins” as they are known in the industry.
Three of the five state’s licensed properties are currently operating sportsbooks and these are broken down as follows.
- Hollywood Casino Charles Town – partnered with DraftKings and PointsBet
- The Casino Club at Greenbrier Resort – partnered with FanDuel
- Mountaineer Casino Racetrack & Resort – partnered with William Hill
Two other properties – Mardi Gras Casino and Wheeling Casino – opened sportsbooks in December 2018, and they also launched a mobile app, BetLucky.com.
However, this was closed down in March due a legal dispute between the casino’s owner and the sportsbook provider. Both of the retail sportsbooks involved closed at the same time.
West Virginia mobile betting relaunch
After the closure of the BetLucky app, mobile bettors in the state were starved of action until August 2019, when both FanDuel (26th) and DraftKings (28th) launched mobile apps in the space of three days.
A third operator, William Hill, is expected to launch a mobile app before the end of 2019 through its partnership with the Hollywood Casino, while PointsBet is eyeing up an online launch sometime before the end of the current football season.
Until then, FanDuel and DraftKings have the online market to themselves and it’s proving a lucrative one, with record handle and revenue figures being recorded since the relaunch, driven mainly by the start of football.
Who can bet legally online in West Virginia?
Anyone aged 21 or older and physically located inside the state can wager. The two online sportsbooks use geo-locating software and you must have the location services on your smartphone turned on for this to work.
In-person registration is not required, meaning bettors can create accounts remotely without the need to first visit a casino. Non-residents who cross into the state can also create accounts and wager.

What sports can I bet on?
Pretty much anything you like and that includes college games, regardless of where these are being played and whether they involve local teams. That’s a big deal in West Virginia, which has two in-state D1 FBS football programs (WVU and Marshall). There’s no doubt these two teams see the most action.
All kinds of bets are accepted and in addition to the usual moneylines, spreads and totals, you will also find parlays, teasers, prop bets and more exotic wagers available. Interest in live in-game wagering is growing fast and West Virginia is no exception.
What about casino games?
The state legislature was expanded in 2019 to include casino gambling. However, this is currently on hold whilst the West Virginia Lottery Commission drafts up regulations to manage this activity, expected 2021.
